Implementation of Human Rights Action Plan

Georgian Democracy Initiative published its report on the implementation of Human Rights Action Plan. Presentation of monitoring results was held on 28th of July, at Open Society Georgia Foundation office.

The document looks at the implementation status of I and II chapters of the Action Plan. The report suggests quantitative and qualitative evaluation of activities carried out by the responsible agencies from July 2014 until December 2014. Both positive and negative aspects of implementation process of the Action Plan have been revealed as a result of monitoring conducted by the organization.

Development of the Human Rights Strategy and Action Plan, as well as a control mechanism for its implementation and activities of the Secretariat for Human Rights have been positively assessed in the report.  Another positive fact is that non-governmental organizations have the opportunity to present their views either orally or in a written form to the Secretariat of Human Rights and obtain information on the implementation status of the Action Plan from the responsible agencies. However, Georgian Democracy Initiative has some concerns about the interim and final reports prepared by the Secretariat of Human Rights. These reports highlight only the positive side of the activities carried out by the responsible agencies and they do not specify activities that have not been implemented within the time limits stipulated by the Action Plan.

The report also discusses other issues that actually had a negative impact on the performance of activities envisaged by the Action Plan, specifically:

  • Given that the action plan indicators are focused on activities rather than on goals, responsible agencies seem to be formally implementing activities, which is not an effective way of achieving the primary objective of the Action Plan;
  • There is an impression that the deadline stipulated by the Action Plan is not reasonably used by the responsible agencies and therefore, some activities are not implemented in a timely manner. Moreover, in some cases, some of the institutions of the executive branch fail to meet the deadline;
  • The report of the Secretariat of Human Rights focuses only on positive aspects of implemented activities and there is no mention of unrealized ones. It will be submitted to the Parliament of Georgia and therefore, it should objectively reflect the current situation with regards to the implementation of the Action Plan, which cannot be ensured by the existing approach of the Secretariat of Human Rights.
